Current status of preparatory actions

ACTION A.1: Making preparatory inventories of priority Natura 2000 species and habitats of the project area 

For the evaluation of habitats the preparation of a survey report was neccesary: data collection about the primary species, the habitats and the preparation of a habitat map paralell with the assessment of areas covered with invasive species and shrubs. Point maps were prepared from the occurrences of species of community importance. A detailed description was done about endangering factors as well.

The activities of the action are completed by the BuNPD. The action served as the basis of the monitoring activities.
The deliverables and milestones of the action are met:
(i) the inventory of priority Natura 2000 species and habitats was delivered with the Mid-term Report and
(ii) the aerial photograph of project area was purchased. 
The action was implemented between Q1 2009 and Q3 2010. 

 
ACTION A.2: Drafting of Natura 2000 site management plan for the project site 

The activities of the action were completed in 2014, although they were supposed to be completed by the end of 2010.

The reasons for the delay were reported in the first progress report. The management plan was finalised during December 2011 and January 2012. (The draft version of the plan was annexed to the first progress report.) On 8th February 2012, the Natura 2000 site management plan for the project site with its justifying annexes has been submitted to the Ministry of Rural Development (Dept. of Nature Conservation) for confirmation. The plan has been discussed within the Ministry and has been sent back in August 2012 with their comments. After the necessary clarifications BuNPD started to amend the document.

The improved management plan was sent to the Ministry on 28th January 2014. It was found suitable for further consultations. In March 2014 this management plan was sent to other administrative agencies, farmers, NGOs, local governments for consultation.

The finalized and repaired management plan was sent to the Ministry of Rural Development (Dept. of Nature Conservation) in 10th June 2014. The final approval of this management plan arrived on 9th July 2014.

ACTION A.3: Technical investigations and planning 

The field surveillance and technical planning tasks of this action were carried out by Ministry of Defence Infrastructure Agency and VERGA Forest Management Co.
Ministry of Defence Infrastructure Agency had organised two public procurement procedures in order to find subcontractors: Oviber Ltd was contracted for the technical planning regarding the illegal quarries and mining pits and technical surveillance of abandoned military facilities activities, while Greenlight Ltd. was contracted to provide technical inspection of activities. Following several field visits and counselling the plans were finalized.
In the framework of this action the technical plans of fire break zone and road construction were accomplished until 31st April 2009, and for the recultivation of quarries, mining pits and unused military objects until 30th September 2009.

The activities of this action are completed. The action was implemented between Q1 2009 and Q2 2010.
